What are Norwegian fish sales organisations (salgslag)?
Norwegian fish sales organisations (salgslag) are fishermen-owned bodies that hold the exclusive right to handle the first-hand sale of wild-caught fish. They register every sales note, negotiate and set minimum prices, and channel settlement between buyers and fishers. Examples include Norges Råfisklag, SUROFI and Norges Sildesalgslag.
By law, all first-hand sale of wild marine resources in Norway must go through, or be approved by, a sales organisation. There are five today: one for the whole pelagic sector nationwide (herring, mackerel, capelin and related species), and four whitefish-and-shellfish organisations split by landing region — covering the north, the Møre area, western Norway and the south.
The sales organisations register the sluttseddel for every landing and so generate the raw material of Norwegian landings statistics. They also negotiate minimum prices with the buyer side; if the parties cannot agree, mediation is mandatory before an organisation may set a floor unilaterally, and selling below the minimum price is prohibited. For some species the minimum price is updated frequently to track the market.
Settlement runs through the organisation: the buyer pays the sales organisation, which forwards funds and data onward, handling supplementary payments and corrections along the way. This flow, combined with a deliberate delay before value figures are published, is why monetary values in fisheries data lag landed volumes by roughly a year while volume figures are essentially current.
